1. Overview
Scope of this Plan
The scope includes the provision
for the safe movement of vehicular and pedestrian traffic, the protection of
workers from passing traffic, the provision for access to properties located
within the limits of the University of Melbourne work site, the design,
construction, maintenance and removal of any necessary temporary roadways and
detours, the provision of traffic controllers, the installation of temporary
signs, road markings, lighting and safety barriers.
It also covers maintenance of the existing road corridor,
including the existing road and road shoulder that may be used for the
temporary diversion of traffic, over the duration of the works.
2. Management of the TMP
The Traffic Management subcontractor is to provide people,
materials, resources and systems to properly perform the services related to
traffic management at Cardigan Street, Swanston Street and Grattan Street,
Carlton.
The subcontractor will adhere to the requirements of the
Melbourne City Council and Vic Roads to provide competent, experienced and
qualified people to carry out the Traffic Management Plan.
3. Implementation
Traffic management will be in accordance with the AS
1742.3-2009, at work site manual as modified to site conditions.
4. Traffic Management Plans
Traffic
Management subcontractor and The University of Melbourne will implement
approved Traffic Control measures for any Services that disrupt free traffic
movement. These measures will include Traffic Management Plans (“TMP”) and
Vehicle Movement Plans as required and will encompass vehicle movement and
pedestrian movement for both construction resources and the general public. Any
property accesses affected by the construction activities will also be
identified on the TMPs.
4.1 Emergency Response
The Traffic Management subcontractor will provide traffic
control by qualified traffic controllers for emergencies such as accidents and
spillages on the Construction site.
The Traffic Management Subcontractor will use an
appropriate standard plan from Appendix A -, adjusting it as needed to suit the
site conditions.

5. Impact of Works
3(a) Public Car Parking
The impact on local traffic shall be kept to a minimum. The
following shall be implemented
To achieve this:

Trucks and delivery will park in the construction zone detailed in
Appendix A TMP MC -00006 whilst in construction phase.
3(b) Pedestrians
Pedestrians
are affected on Cardigan Street where they will be directed from the western
side of Cardigan Street and relocated via the current pram crossing to the
Eastern side signage indicated on Appendix A TMP MC – 00016.
6. Truck Details & Movements
Vehicles will enter the site via Cardigan Street in a
forward motion. Once materials are unloaded or at the completion of work, the
vehicles will be able to manoeuvre on site and again egress in a forward
motion, forward egress will always be possible.
Semi trailers
are advised including precast, and steel deliveries are to be unloaded on
Cardigan Street in the designated ingress / egress loading zone displayed in
Appendix A.
7. Time Management
The University of Melbourne aims to meet its time related
obligations. Among them are:
Notifying emergency services and relevant sections of the
community and transport industry of work which results in significant traffic
disruption.
Notifying residents and businesses affected by disruption
to property access or by night works in built-up areas. A letter will:
be “letter-box-dropped” at least seven Business Days before
the proposed date and detail the dates and times of the proposed access
restrictions and contact details. Performing work and Services only in the
times permitted.
Lodging early as possible
(at worst no less than 10 Business Days before the work) a road occupancy
